Morning walks but it’s freezing outside!

Joining a gym isn’t an option in my small town, and I’m starting slow with a morning walk. However, it’s around 35-45°F at 5-10am. It’s freezing in my house and even colder outside.

I feel like fleece lined leggings aren’t warm enough for my legs and wearing more than 2 top layers feels bulky. I’ll need something to wear when it rains too, but not feel restraining like a long plastic rain jacket or poncho. I want my shoes to be water resistant running shoes (I live in PNW, it rains a lot here and never gets hot) but not cost $120+ since I’m not “seriously” exercising yet. I’ll also need gloves but not regular gloves. I have regular gloves but they aren’t made for exercise. What’s proper headwear for cold weather exercise but still have headphones on?

I’ve been looking on Amazon but I’m not sure if I’m heading in the right direction for my clothing choices. I need clothes for very cold weather and clothes for wet weather without either feeling restrictive or bulky (sensory issues) or be expensive in this economy. But also, I’m talking 20-30 minute walks for now and slowly build up stamina before adding other exercise elements so it’s not like I need top of the line items right now. I can manage for like a year or two.

(Home treadmill is not an option rn. I moved in with my aging father to care for him and his house is tiny, hardly over 1k sqft).
